Tyler O’Connor is an energy litigator and public policy leader in Crowell & Moring’s Washington, D.C. office, where he represents clients in the courts, in arbitration forums, and before federal agencies.

Prior to joining Crowell, Tyler served as the Energy Counsel to the House Energy and Commerce Committee, where he played a leading role in drafting the Inflation Reduction Act (IRA) and Infrastructure Investment and Jobs Act (IIJA). He was the lead House lawyer responsible for the Federal Power Act and Natural Gas Act and worked extensively on transmission, energy cybersecurity, and energy supply chain issues. His work brought him into frequent contact with senior administration officials, including at the Department of Energy (DOE) and the Federal Energy Regulatory Commission (FERC), as well as congressional leadership. As the staffer responsible for emerging technologies, including hydrogen and offshore wind, as well as the Loan Programs Office, Tyler has been at the center of energy policy discussions.

Caroline E. Caroline brings over a decade of experience as a national security attorney at the U.S. Departments of Justice and the Treasury. At the U.S. Department of Justice’s National Security Division, she worked on counterespionage, cybersecurity, and counterterrorism matters and investigations, and gained unique insight into issues surrounding data privacy and cybersecurity. In that role, she also sat on both CFIUS and Team Telecom and made recommendations to DOJ senior leadership regarding whether to mitigate, block, or allow transactions under review by those interagency committees. She also negotiated, drafted, and reviewed mitigation agreements, monitored companies’ compliance with those agreements, and coordinated and supervised investigations of breaches of those agreements.

Alex helps companies navigate the complex requirements around doing business with the U.S. government, with a particular focus on government contracts and grants compliance issues, government ethics, and lobbying laws. Her practice spans a broad range of counseling, investigatory, and litigation matters, including: compliance reviews and enhancing contractor compliance programs; representing clients in suspension and debarment proceedings; counseling on supply chain security and sourcing issues; voluntary and mandatory disclosures; internal investigations related to the False Claims Act, the Procurement Integrity Act, and other civil and criminal matters; and bid protest and claim litigation. Alex also helps clients understand developing legislative requirements in the supply chain and government contracting spaces.

Prior to joining Crowell & Moring, Alex was a law clerk to Judge Richard A. Hertling of the U.S. Court of Federal Claims. Before law school, Alex worked as a health care legislative assistant for Rep. Rick Larsen (WA) in the U.S. House of Representatives.
